Study on the Development of Competency Indicators for the Evaluation of Workability of Workers With Disabilities Exempt from the Application of Minimum Wage

Abstract
The purpose of this study is to develop competency indicators for evaluating the work competencyapproved for exclusion from the application of minimum wage, and use them to evaluate the productivity and jobperformance of workers with disabilities.

Methods: After deriving the indicators related to the workability evaluation of disabled workers through priorresearch, a draft of the Delphi survey was produced after verification by three experts. Next, 20 Delphi expertstried to derive competency indicators for evaluating the workability of workers with disabilities who are exemptfrom minimum wage application through Delphi research.

Results: As a result of 2 Delphi studies, 4 competency clusters, i.e., cognitive function, social function, workfunction, and safety and health activities, and 20 competency indicators, including the ability to count numbers andinformation utilization aability, were derived.

Conclusion: The derived competency clusters and competency indicators can be used to evaluate the jobperformance capability of workers with disabilities, thereby increasing the validity of the workability evaluationapproved for exclusion from minimum wage. In future research, it is necessary to develop a scale for eachcompetency cluster and a competency indicator, and apply it to the field to verify the validity.
